Foreign Manufacturers Certification Scheme (FMCS)

The Bureau of Indian Standards (BIS) has been running a Foreign Manufacturers Certification Scheme (FMCS) since 2000.

The FMCS provides foreign manufacturers with a unique serial number that can be used on their goods after a computerization from the Bureau of Indian Standards. The FMCS is applicable to all non-regulated goods that are not disclosed to the end user, except electronics goods.The Foreign Manufacturers Certification Department(FMCD) grants the licence to the FMCS Agent Located at the capital of India. When The location of the product conforms to Indian standards, it is marked with the Standard Mark.

Who qualifies for FMCS (BIS) in India? 

The companies that manufacture their products outside of India can qualify under FMCS

These businesses shall:

The product(s) manufactured by the plant conform to Standards Specification (ISS), and all facilities related to the production and manufacturing of such product(s) are present at the plant premises. In addition, the equipment required to test such product(s) according to applicable ISS is present in the premises. Moreover, competent personnel from the plant conduct all testing according to the applicable ISS.

Process to apply for BIS licence: 

First Step: BIS will then inspect and submit the application, and if there are still queries for you, it will alert them to you by email. After the queries have been met and your application is complete, it will be recorded.

Second Step: An officer from BIS will inform you to provide a date and schedule, after which the agent concerned will be invited to go to the factory's facilities. The payment for a visit is for verification and withdrawal of laboratory samples.

Third Step: Clients Including the initial user shall bear overdue in cases of inability to provide a copy of the report(s) within 90 days of the tell someone under the condition that a permit has been granted for prior approval of the reviewing organisation. The Bitcoins, Authorization Letter(s) of usage of test credit(s), test results of soil, and chemical spray samples, and other samples shall be dispatched or submitted for testing within 90 days of receipt of written requirements for the review process and completion as well as signing the application for refrigerant authorization. The test shall be processed for a certificate.

Fourth Step: 1-year licence would be granted, which would be renewable for 1 or 2 years.
